It is common for PD pts to want to hang to their independence. I have Parkinsonism and try to be as independent as possible. I was also a caregiver to my husband who had multiple system atrophy. Yes, your husband probably needs meds. But he is an individual with legal rights; the only thing a concerned relative can do is apply for legal guardianship which usually requires a lawyer.
I would suggest you be gentle with him and don't let him think you are overpowering him: he will just rebel more.
