I got a small soft silicon face scrubber on amazon, and use it each time I wash my face or shower. It seems to take care of the problem very well with your regular soap or shampoo.

It could be seborrhea, the same condition that causes dandruff. Jim gets it on his face, either under his beard or in some of the deeper creases on his forehead. He uses a dandruff shampoo on his beard, which helps that. You might ask your doctor or a pharmacist if there is a lotion that would help your skin.
