I would get a lawyer for a consultation. I know. that may cost money, but it .may be worth it. Of course, your issue is a serious one.
I had a case once where someone kept getting denied because the appeals were going to the wrong department. and sitting on some desk.
I sued and the opposing lawyer told me the truth after I won the motion. He straightened it out after the fact.

I have been appealing for 6 months now and every time I do they just keep denying it. It's not like they will have to pay for it. But I am going to loose my bell Grant through Apkyn

You can appeal these decisions. There are forms for appeal. I practiced law [retired], but some lawyers do it free because they are required to get in so many hours of pro bono work. Good luck.
